Is Residence Cannes Villa Francia a good place to stay while in Cannes? Would Citadines Nice Promenade, Nice, be a better place for a week.

Let me be blunt. Which is more important to you, being in the right place, or being in a nicer hotel in the wrong place?
There are at least ten reasons I can think of why you make the city the first choice, then which accommodation. If you plan on sightseeing the Riviera, which basically what everyone does, then make Nice your base as its the travel hub. Then you can make Cannes one of your various trip destinations.
Cannes is wonderful, I love it, but as a base Cannes is very limiting unles you intend to just hang around locally.
You want, Monaco, Villefranche, Menton, Eze, St Paul? Nice is where your journey best starts.
Citadines is an aparthotel which many people seem to like, and its fairly central, but thats down to what you want to do.
